How does one set a picture as a background to a chart? I know how to bring
pictures forward or take them backwards with respect to a text screen, but
the chart does not seem to allow for a background.

Also, is it possible for a picture to be set as a background to a screen
design, such that the screen design graphics are displayed over the picture?
If so, then how?

Format, Background, from the background dropdown menu select Fill effects,
Picture, and select the picture you would like to have as your background.
Then either apply it to all your slides or to just the current slide.

Assuming you mean an MSGraph chart (like you get via Insert, Chart) rightclick
the chart, choose Format Object and change the Fill, Fill Effects setting to
Picture and choose the picture you want to use.

Format, Background and again, choose Fill Effects.
