Background Programs

my mouse pointer changes to the running in background icon every now and
again, it goes back to normal almost right away.
When I check to se which programs are running via the task manager it shows
no program is running.
I have Norton anti-virus pro 2003 and also Norton personal firewall 2003.
Could it be one of these?
