Try this:

If you can't change Desktop background - Start>Control Panel>Ease of
Access>Ease of Access Center. Under "Make things on the screen easier to
see", deselect the option "Remove background images (where available).
Select "Save".

If that doesn't help, download wallpaper_enable.reg from the following link
- http://www.winhelponline.com/fixes/wallpaper_enable.reg

Save the file to Desktop. Right-click on the file and then choose "Merge"

If that doesn't work, we'd need more information to help you. See:

What part of this didn't you understand?

If you can't provide more information as suggested at those links, then
since I can't see your computer and work on it directly I can't help you.

In that case, all I can suggest is that:

1. You make sure the computer is virus/malware-free:
http://www.elephantboycomputers.com/page2.html#Removing_Malware

2. Or you take the computer to a professional computer repair shop (not your
local version of BigStoreUSA/GeekSquad).
