background picture in table cell

Using FrontPage 2002 and Windows XP. I want to use a
background picture in a table cell, but when I go to cell
properties, this option is grayed out. Is this because of
my browser combatibility settings or due to something else?
 
Tools | Page Options | Compatibility tab, set browsers to custom.

Set background image as a cell background, with is only support in NS4 and
up.
