Background image & form size troubles

Hello all,

I have failed miserably at what I thought would be a simple project.
I am trying to embed a bitmap of a logo as the background of the
opening form in a database I've created.

Here's the fact about the image according to PaintShop Pro:
Dimensions: 576 * 360 pixels, 8.0 * 5.0 inches
Resolution: 72 DPI
Color Depth: 24 BPP

Now, I place it on a form in Access XP, which appears in design mode
as 4in by 6 in. The header and footer are not visible. The form only
allows form view, has no scroll bars, record selectors, or navigation
buttons, or min/max buttons; only a close button and four command
buttons are visible. The command buttons are in the center of the
form, so they are not pushing the form to a larger size. The image is
embedded, clipped, and centered.

When I open the app, the above form is much, much larger than it
appears in design mode. There is approximately 1/4 inch of black at
the top and bottom of the form in design view, and 1 inch of black
around the entire image when it is opened.

I thought that by making the image larger than the form and using
clipped mode, I'd be able to have the form completely filled with the
image without distorting it in any way. What basic fact have I
mangled to result in this behavior?
