background for welcome screen

I was just wondering if there is a way to change the
background of the welcome screen.

XP will allow you to change the icon beside the user name
but what can I do to get rid of the blue background and
insert my own picture?

you can get other wall papers, logon screens, boot
screens etc from them. Then just download a tool like
logon loader. And you're all set.
