How do I turn on a background color (not font color) in Microsoft WordPad?

I'm pretty sure that wordpad does not support that feature.

Yes, it does. Right click the mouse, click on properties, appearance,
advanced, Window. My wordpad has the same background colour as the
rest of my apps.
 
THE WAY TO GET A WHITE BACKGROND ON WORDPAD

IS TO GO TO SETTINGS ... EASE OF ACCESS ... HIGH CONTRAST ...

CHANGE BACKGROUND COLOR TO ... WHITE
