Babya Photo Workshop Professional is a freeware and professional image
editor. It has a range of image effects filters, can be used with TWAIN
scanners-so you could scan in a image and edit it in Babya Photo Workshop
Professional, you can add borders and frames to image, save custom colors in
'Babya Color Collection' *.bbc format and more.
Note-it is not currently available yet, but I expect it'll be
available for downloading next week.

Which image formats will it support?
 
*.BMP, *.jpg files. It has many borders and frame effects for images-one of
them is a lot like Paint shop pro's Buttponize image effect.
 
It also has a clipboard that can store upto 6 copuied images-like the MS
Office clipboard .
