Is there a method to backup the actual programs so if one needs to reformat
or change a hard drive a restore rather than a re-installation can be done?
 
Instead of investing in a 3rd party tool that support backup up an entire
drive, you could also invest in Windows 7 (which will be released soon)which
also supports a full disk backup.

No.

If Windows gets reinstalled all the many references to almost all your
programs, in the registry and elsewhere within \Windows will be lost,
and the programs will cease to work.
 
yes, you can make a backup or a disk
image of all your programs including
windows

and they can be restored onto a new
drive if necessary.

however, keep in mind that the backup
or image is made for a drive with the
specific drive letter.

therefore, if the c drive is backed up
or imaged,

then your new hard disk would also
have to be the c drive in order for the
programs restored to be functional
as before.

this is because all the programs you
had installed are synchronized to the
specific drive letter.

if you restore your programs onto
a drive that is not the same drive
letter as the backup was made from,

then your programs will have to be
reinstall from scratch onto the new
location.

further, a restoration of and archive
like a backup or disk image can work
perfectly if the new replacement drive
is exactly the same.

sometimes if the drive is of a different
brand or different size,

a repair installation is needed to resync
the o.s. to the new / different hardware,
i.e. a new hard drive.
