avi file is in use as soon as I booted up

I have a 3GB avi file I just downloaded and renamed.
For some reason, whenever I try to rename or move it, it would say someone
has the file opened or is in use.

computer management shhows nothing is open in shares.

The file can still be copied, and the permission can still be changed.

I don't want to boot up in safe mode and delete/move this file. I want to
know the cause.
Is there a way to look at open handles and who opens them on the local
machine?

Does anyone know where to download oh.exe for winXP? I found a few links to
it on microsoft.com but they are all broken.
 
Avi files have a bug in XP. XP thinks that it has to read through every avi
file every time that you open a folder that contains any. You also get the
locked file in use when trying to delete, rename, move, etc. avi files.

The only down side to the above fix is that when you right click an avi file
and select Properties, the Summary page will be blank or grayed out. Which
I decided was a lesser evil than some of the other problems .avi files
cause.

Wow, it works!
This also explains why explorer keeps running sluggish after I downloaded
this file.

So, if this is a known bug, why isn't there a proper fix? What is explorer
looking for by reading the entire file that it cannot get from the file
header?

It was not such a problem when avi files were fairly small.

I do not have a clue, I watch avis, I do not read them. ;-)
