Hello,

I'm looking for freeware to edit an avi file. I simply need to change the
resolution and fps. Any available?

I downloaded this and tried it and I cannot see how to
change the resolution.

To change resolution: Video/Filters/Add/Resize then put in the
new dimensions you want.

To change the framerate go Video/Frame Rate, and make the
changes you want, then save the file as a new AVI.

Sounds like your doing a ntsc to pal (or vice versa) conversion? Changing
fps can be done in virtualdub without recrompression (ie 23.97 to 25 fps)
but changing the resolution will require the entire file to be rencoded.
Converting between 29.97fps (ntsc) and 25fps(pal) is a little more tricky.
Of course if the file contains sound changing the fps means it will be out
of sync - you will then have to extract in virtualdub and convert its
length using something like besweet, and then remux it into the altered
movie file.

I downloaded this and tried it and I cannot see how to change the
resolution.

First, make sure you have downloaded the VirtualDubFilters file and
install them into the plugins directory. To access them in the menu
bar:

Video->Filters->Add

then load the Resize or Smart Resize filter.
