Both tuners on a Hybrid tuner card can not be configured in Media Center
since they can not be used concurrently.
Also many hybrid tuner cards do not have an onboard MPEG2 encoder chip so
the analog tuner can not be configured in Media Center unless a software
encoder is provided.
I notice from the link you provided that a software encoder may be
available for your version of the card which would allow you to configure
the analog tuner instead of the digital tuner in Vista MC.
Exactly which version of the card listed in the link you provided do you
have?
The following Avermedia TV application may work with your card:

Since you bought the card from dell you should be using the driver from
their site not from the Aver site. I know this for I had to get the driver
for my daughter's replacement dell laptop. Explanation her replacement
laptop didn't come with the hardware or software with the new laptop for the
tuner card. So I had to go online to download driver from Dell's site and I
kept the tuner card from the original machine. The point of this story is
that Dell's version of the card doesn't have all of the features that the
card comes with and you'd be getting from Aver. Dell's card only does TV. It
isn't setup to do radio or video in.
You should go onto Dell's Forum and look up the card. They tell you this
there. In fact if you read the page that your link takes you to, it tells
you to download the driver from Dell's site not from Aver's.
In conclusion if you use the proper driver the card does work. The only
thing I do recommend is that you use a good antenna. Also Aver's help is
very helpful. I put one of their PCIe TV cards into my new Dell XPS Studio
and needed their assistance in finding the proper Aver Media Center
application. Within no time they were able to help me and I now have the
proper application on my pc.
