The easiest way, if you're not particularly computer savvy, is to see if
you can get some free web space (eg if your ISP gives you some) and save
pictures there. You can then create links to those pictures using the
address the ISP allocates to you.
You won't be able to do it from your pc unless you set up a web server on it
and use a dynamic dns service so the world can find your pc.
