autoritative time server

We are having problems with the computers time and we
decided to Configure an Authoritative Time Server based
in the Microsoft Knowledge Base Article - 216734

We configured all the member servers, to use the sntp to
replicate with "SERVER1" that is a Domain controler
but five minutes later apears pointing to
another "ServerX" ....

Is there any form of to force the server to replicate
with "SERVER1"
..

By default, all machines in an AD domain will synch time with the DC that
holds the PDC Emulator role. We usually synch up and kick off the time
service on this machine in the domain and let the default behavior work for
us.

Is "ServerX" a DC that holds this role?
