Outlook can't automatically send email on a schedule like this, but here's a
workaround:
(1) Create the message and save it to some folder within Outlook.
(2) Create a recurring appointment with a reminder
(3) Insert the saved message into the appointment (using Insert > Item menu
command)
(4) When the reminder fires, open the email and send it.
In my quick and dirty test, my Send button was grayed out, but by
hitting Forward, I was able to send.
