Automatically saved email addresses

My Outlook has automatically saved email addresses even though I have
deleted them from my address book. Whenever I go to send an email and
I start typing a name, the address of someone with a similar name will
pop up on the little drop down list even though I have deleted this
person's address from the address book. Is this some kind of cookies
feature that's built into Outlook?

No. It's the autocompletion cache. Outlook stores the email address for each
message you send and uses that cache for its autocompletion feature.
If you don't want it to, turn off autocompletion (the "suggest names"
feature).

Remove individual addresses from the autocompletion cache by highlighting
the entry when presented in the suggested names list (use your arrow key to
migrate to the entry) and then hitting your Delete key before you tab out of
the field. To clear the entire cache, follow the instructions here:
