Automatically Name Ranges in imported data

I would like to refer to specific areas in imported data using range
names that are assigned automatically. The location of the named
areas in the data may change because the data is dynamic.

For example it the data looks like this, where the number of detail
items may change. How can I apply range names that identify Finance,
and Sales.

In the dynamic data I am working with the "finance" and "sales" headings
appear in the same column, and may not appear at the same locations. Your
example of using the COUNTA function does give me some ideas, as there is
always the same number of blank lines between each section, only the data
lines change. With some creative counting, I should be able to anticipate
where the ranges start and end.

I was hoping for a way to actually key on the words "finance" and "sales" in
the data, as these headings indicate the start of (and indirectly) the end
of the ranges.
