Automatically attach a text file to all messages in Outlook 2007

I'm using Outlook 2007. Is there any way to automatically attach the same
text file to all outgoing email messages?

I haven't tried this but it might work. Start composing an e-mail. Add the
attachment. Save that e-mail as a template. Thereafter you can elect to
use that template when you compose new e-mails.
 
We're going to go with just a template. They wanted some confidentiality
stuff included (and not just in the signature). Thanks anyhow.
