automatically assign an IP address

If there is no dhcp XP will automatically assign an IP address 169.x.x.x
Is there a way to disable that with an registry key

Pray tell why do you feel you need to do that?
If you do not want to use DHCP and you are
adverse to using an APIPA of 169.254.x.x -

Then just specify what IP Address you do want
to use, such as 192.168.0.x
