When my mouse sits over a file or program icon for a few
seconds, the program is launched or the file opened. How
do I disable this feature?

Settings in Folder Options offer: "Single Click to open/point to select"
and "Double Click to open/single click to select."
Currently your mouse is automatically activating an item when pointed to an
object for a few seconds. This may be a feature of the software that is
designed specifically for the brand/model of mouse or touchpad in use.
Or it may be settings in that mouse software interacting in an unexpected
way with Single Click settings in Folder Options.
Check settings in both places: Control Panel> Mouse (and, if available, in
any extra configuration panels provided for mouse or touchpad) and Control
Panel> Folder Options. If folder options is set to Single Click, you may
want to set that to the default Double Click and then experiment with the
mouse settings.
One more setting that you may want to adjust: Taskbar/Start Menu
Properties> Start Menu> Customize. Uncheck box next to "Open Submenus when
I pause on them with my mouse."
