Is there a way to have Outlook "pop" up in advance of a scheduled
appointment?
i.e. have it pop up at a certain time every morning or only when an
appointment is coming?

You can try using Windows Scheduler (Scheduled Tasks) to do that (open
Outlook at a particular time). It won't know if an appointment is scheduled
but will do it every day.

Found it Vince thanks. I set up outlook to run but if failed. it asked for a
password and user. i do not have a password set up on my computer so i left
the password section blank.
 
Ah, ha... In the task try checking the box that says "Run only if logged
on". See if that helps
