Found the answer:
It's Windows XP SP2 installed on a Dell X1 laptop. When you type in a
contact's phone #, a window pops up asking for your default area code.
After you give it that info and click ok, you can then add names in the
contacts without that window popping up anymore. That was the issue.

Outlook has no such "feature." Provide more details as to why yours might
be
the only installation that does this. What add-ins did you install? What
version? What OS? What dialing location did you set?
