Am I to assume Outlook 2007 is capable of dialing a contact directly using
a
modem attached to a regular phone line, but the function becomes useless
with
a VOIP digital system. VOIP seems much more capable of integration with
Outlook than the old modem-phone system. Please advise.

Not at Outlook question. Outlook does not dial. That is the
responsibility
of the OS dialer, none of which support digital lines that I know of.
