automated user management

I am looking for some tools to help me automate the creation of users in
my ActiveDir domains. Some things it also should do are create
exchange mailboxes, home folders, assign a group, place users in a
particular OU. I have the ability to get a csv file so that would be a
plus to be able to read that and map the fields.
