How in the heck do I disable autodial so the dial-up pop-up window stops
popping up?

Hi Fran,

A program or spyware might initializing the dial-up connection.

To disable automatic dial completely (means no program can automatically dial, however you can do manually.)

1. Right click the My computer icon (Desktop), open Manage/Services and Applications/Services.
2. In the right pane scroll down to Remote Accces Auto Connection Manager and double click it.
3. Use the Startup type drop box and choose Disabled.

From MS Knowledge Base article 316530:
Control Panel (category view)> Network and Internet Connections. Click
Network Connections, Advanced menu and click Dial-up Preferences.
Click the Autodial tab. Click to clear check boxes listed under Enable
autodial by location. Click to select Always ask me before autodialing.
Click to select the Disable autodial while I am logged on check box.
Click OK, and then close the Network Connections dialog box.
