Auto switchover between offline / on line viewing with lan connection

I have a lan connection with permanent link to internet.
However I want to reduce internet usage. If a page has
been already viewed once I want explorer to look first
next time at my harddisk without going to the website.
However if not found there it need to go to the website.

Generally I guess this will happen if u have a dial up
connection but with Lan by default it goes to the website
even for already stored pages in cache.

I know I can manually tell explorer to work offline or
online but I want it to workout this by itself.

How can this be set?
 
Have you tried changing your cache checking option to
Never
(Alt-T,O,Alt-S,N)

(Be prepared to use your Refresh key (F5) more frequently
which may end up counterbalancing any benefit you get from
first using the cache without checking.)

BTW be aware that the the cache will be used with any of those
options. The traffic you may be seeing could be mostly just
small packets confirming that the version that is in the cache is
the latest. Using HTTP 1.1 protocol may even make that process
work better.
