auto-switch to dialup

This w2k/sp4 machine has a hard-wired network connection that allows
internet access via a router connected to a satellite connection. It also
has a modem dialup connection that when active is the routed path to the
internet.

If the dialup fails, then the route is automatically switched to the
hard-wired satellite conneection and there is only a brief interrupttion in
connectivity while the modem redials. If the redial is successful the the
route changes back to the dialup.

What is necessary please to make it so that if I choose the hard-wired
satellite connection and that fails due to transient problems such as
weather interference, misalignment etc. that the dialup connection will
automatically dial out?

Any help with this important (to us, at least) issue, please? Is it even
possible?

It looks like might be the answer, but I'm unable to discover how to use it
on w2k pro here. The "Remote Access Auto Connection Manager" service is
started, but I see no way in the "Properties" dialog to tell it to use a
specific dialup adapter definition used to create the needed network
connection.
