Is there a freeware that will create a list of all installed software on a
PC.

Preferably give serial numbers too.

Belarc Advisor does what you want and then some! I don't have a link,
but Google will certainly get you there.

Belarc doesn't do what he wants. Install a program that doesn't have
registry entries. Does Belarc report it ? Nope.

What he wants doesn't exist in payware or freeware.

If this is part of a security solution then System Safety
Monitor (ssm) would be worth looking at.. It will scan the
system for installed software and create an application
security environment which will control which apps may run,
and when a new app is added it will intgrate that into its
database, and allow you to specify its execution parameters.

Note that the site is a bit slow, so stick with it..

I suggest that you get the older version, I hate beta
