AUTO RESTARTS

When I turn off my computer it will get to windows
shuting down and set there for 20-30 seconds and then
shut down, but in about 5-7 seconds it starts up again.
How can i fix this. E-machine said it was a power supply
and sent me a new one--but no fix.

It restarts after completely shutting down? If that's the case, check the
BIOS for wake on LAN or wake on ring options and turn them off. When you
boot the system, you should see a message, usually on the first boot screen
that tells you to hit a specific key if you wish to enter setup, do so, once
in navigate through the screens to find the above options and turn them off
and see if that resolves the issue.

If not and Will's response in this thread doesn't help, you should take the
machine to have the power supply checked and the system itself checked out.
