Actually, that's not quite correct.
The first thing to do is to go through the program's menus to see if it can
be set to start with Windows.
If there is no such option in the program's menus, the next thing to do is
to place a shortcut to the program's main executable - not the executable
itself - into the Startup folder on the Start menu. You will need to decide
whether you want the program to start with Windows for all users, or just
for certain users.
