I am looking for any ideas on a way to enable auto power-off on Windows
shutdown. I know this works with ACPI but my new test system uses the
MPS Multiprocessor PC.

I have built my reference image using FP2007 and XP Pro Emulation, my
test system is a Core 2 Duo with an Intel 965 chipset.

Do you mean you see the message "You can now safely turn off your computer" when you shutdown your image?

Is your target hardware ACPI or APM compliant?
Do you see "Enable support of the APM" option in Power CPL dialogs? (and check if you got "NT Apm/Legacy Interface Node" component
in your config)
