Does Activity Directory have a policy that will log off a
user if their computer is in active for a given amount of
time. If not is their a third party vendor with such a
product?.

Define a startup Script within a Group Policy. In the particular script
assign a Scheduled Task to execute "shutdown -l" on idle.
