Auto-left click on menu items (buttons/hot links)

I have a Tablet PC running Windows XP Tablet.

When I hold my mouse over (most) buttons, hot links, etc
in menus, dialogue boxes, etc the computer acts as though
I have done a left click. This happens whether I am using
the Pen, trackpad built into a keyboard, or usb mouse. It
is very annoying because the computer keep thinking you
have clicked on an option when you didn't mean to - for
example when installing software it accepts options
without you having had time to read the dialogue box.

How do I turn this auto left click off?
(I have tried mouse setting, accessibility options,
searching for menu customisation options, etc).

Open a folder click tools/folder options on General tab
bottom box is Click items as follows. Double click to
open bullet should be ticked. If Single click to open is
ticked, that's your problem.
 
I have checked the folder settings (as Den suggested) -
but the Double Click to open bullet is ticked. So that is
not the problem.

Any other suggestions?
