My system auto dials my internet connection every 10
minutes. How can I make the connection manually when
needed.

Check the settings in the Control Panel > Internet Options >
Connections and disallow automatic connectione here.
Also this can be caused by third-party software running in the
background (your applications or malware):

yes, true, also download and install "Spy Bot Search and Destroy"
its a wonderful free prog for detecting over 10000 spyware adware malware
and auto dialers etc...
then use Spywareblaster to keep them from reaching your computer in the
first place...
