I was surfing the net when a site I selected started to dial a new number. I
had no warning this was about to happen and I could only stop it by
disconnecting the line.

Can I set up IE to at least warn before dialling a new number?

You've visited a site which has infested your machine with a "porn dialler".
Download and run Ad-aware, SpyBot Search & Destroy.
Install and immediately update both applications before running a scan.

Many porn sites do this.

It was fortunate that you were at your computer when it occurred. Otherwise,
you would have been hit with a huge phone bill - that YOU would have been
responsible for.
