Auto Configure Outlook 2003

How do I auto configure Outlook 2003 based on the user login?

I was able to create a PRF file using the proceedure at:
http://office.microsoft.com/en-us/assistance/HA011402581033.aspx

The PRF file I created worked fairly will when I double click it, however, I
cannot get the configuration to execute on first run.

Any help would be greatly appreciated,

You should use Outlook Profiler...
very simple to deploy...
