I'm running Windows XP Pro with four user accounts (one for each member of
the family). Is there any way to track the time a particular user logs on
and/or logs off their user account? Also, can limit the time per day that a
user can be on their account?

Microsoft Windows XP - Audit logon events:

Restrict a User's Logon Hours:

Microsoft Windows XP - Network security: Force logoff when logon hours
expire:

(This is applicable for systems attached to a domain)
