surprised in seeing that the Windows itself has nothing to do it. Why don't
they (MS) have nothing similar?

Well, you can create a script that does the job using only builtin
components.
Also, many larger companies buys Microsoft Operations Manager
(MOM) that can do this (and a *lot* more):
