Can anyone tell me what I have to do to record voice on powerpoints that I
can then post to the web? I have downloaded many programs but cannot find one
that simply will allow this function. So, appreciate any help.

For posting to the Web, maybe you'd better convert your powerpoints to
other formats, such as flash. And it also supports the voice you
recorded in powerpoint. That's sort of solution i prefer.

As for recording voice on Powerpoint, you just click
Insert->Media Clips->Sound->Record sound
For posting the presentation to the web, I'm afraid that you have to convert
Powerpoint prsentation into other format, and flash format is a good choice
