We've had XP and now have downloaded service pack 2 which was added within
the last couple of months.

We now can not open 98% of the attachments we receive. This does seem to be
consistent with having added SP 2.

And your suggestions are ... ?

IE 6 and SP2 plus any other third-party security you have
added, block many attachments because attachments require
close inspection before being opened. Attachments are a
prime source of infections.
I suggest you study the Help files under the terms security,
attachments, virus before you over-ride the security. If
98% of the attachments you get are being blocked you should
ask yourself why the 2% are not.
In general any attachment that is an executable (by
extension) will be blocked.

In OE, click the Tools button, select Options at the bottom, click on
Security tab, uncheck item that starts "Do not allow attachments etc".

But *why* can't you open the attachments? What specific error
message(s) do you get, if any? Do you have the necessary applications
installed to open the various file types? What file types can you not
open? What specific troubleshooting steps have you already taken, and
what were the results of each?

No one can help if you don't provide at least a modicum of information.

At a guess, Outlook Express' default security settings are simply
trying to protect you. OE has no way of telling whether an attachment
actually contains a virus or not, so it temporarily blocks any of those
file types that could potentially contain a virus. In Outlook Express,
Tools > Options > Security, uncheck the "Do not allow attachments to be
saved or opened that could potentially be a virus" option, assuming you
trust the source, of course. The wiser course of action, however, would
be to modify your list of unsafe files, as outlined in the KB articles
