I keep getting this message: "OE removed access to the
following unsafe attachments in your mail: "
I don't understand why I keep running into this issue with
Outlook Express. I know who's sending the file and I know
that they shouldn't have a virus. What do we do?

This is a safety feature, which you can turn off at your own risk. See

I am told that, as a shortcut to regaining access to attachments that
you know are safe without disabling the attachment protection, you can
click the Forward button, as if to forward the message to someone else.
The attachments should then be available in the message to be forwarded,
which is displayed for you to edit.
 
The same thing has happened to me! I downloaded the
Internet Explorer Service pack yesterday now previous
attachments and new ones have been removed. I am so
frustrated!

Try unchecking the box that prevents the attachments from being received.
Learn your software.... Look under Tools | Options | Security
and "Do not allow attachments to be saved or opened........"
