Attachments on emails

I am having a problem getting attachments to open in Outlook Express. Ihave disabled anti-virus and setup email settings as instructed by provider but still get the "cannot identify file" message. Help!!!!

OE>Tools>Options>Security Tab. Uncheck: "Do not allow attachments........."

your suggestion did not work for me. I've had this problem for the last 80 emails and try all suggestions.
