when an attachment is removed from an email, is it possible to have outlook
2007 document the file removal in the email?

Yes by the use of a third-party attachment utility.

Having looked around the web-site,
I decided to use their VBA Macro to do this,
tailored to suit my requirements,
and also learnt about selfcert.exe to allow
Outlook to run it without warnings.
