I assume that you have verified the attachment you see has the green
and white x icon of Excel, and that the file extention of the
attachment is .xls - Correct?

Can you open any other xls files by double clicking the file directly
in Windows Explorer? Try doing this without having Excel running.
When you double click, does Excel start running and open the file?

If you can open some other file in Excel in this way, it is likely
there is something wrong with the attachment, and not your system.

On the other hand, if you cannot open any xls files on your system by
double clicking the file icon in Windows Explorer, it is possible that
your system file associations have become changed or corrupted. Do
you have any problems opening any other types of files on your system
by double clicking them in Windows Explorer (try a bunch of different
ones: pdf, doc, bmp, wav etc - do opening any of them also give you
problems)?

File type associations can be fiddled with in Windows Explorer using
the menu option: Tools/File Folders/File types tab. But be sure you
know what you are doing in there, as you can easily make things worse!
