Attaching a file when posting a messege to a newsgroup

The instructions for Newsgroups states: to send an
attachment hit "Browse". But I see nothing on this email
form to do this. Where is it?

There is no need to attach a file and post it to a newsgroup.
Most prudent folks have their security settings set high which
prevents attachments from being read. All you have to do
is explain your problem using concise English.

This applies to Outlook Express: after using either reply to message or new
message function, a window for the new message opens where you should see
Attach in the buttons at the top of the window and also Insert at the top
( both serve the same function)
Click one of these and Insert Attachment window will open where you can
browse to the particular file you wish to attach.
Probably part of the confusion is because there is no "Browse" command.
