Attaching a Child Page to Two Parents

I am creating a website in FrontPage for my company. Each department has a
page, and individual project pages are the "children" of each department
page.

However, some projects involved more than one department, so I want to list
these child pages under multiple parents in my navigation bar. Is that
possible?
 
Each page can only be on the Nav view once
- a workaround is to make a duplicate page (say using FP Include page) for the other copies
