ATI VCR->MPG Right Click Option

When i had my ati pci tv tuner card in my system, i am positive i had the
ability to right click on the .vcr files it created would give me a convert
option to either or both .avi/.mpg.

I've lend the tuner to a friend, who seems to be missing the option. (Has
dx9, encoder, and all three files from the ati site installed, latest mmc)

Does anyone know how to get this option?

I am thinking it has something to do with library, but without the computer
in front of me, hard to recall.

Okay, self solved it. It is the ATI Library that does it.
