ATI Radeon 1300 pro will not boot after install

A friend gave me a ATI Radeon 1300 pro AGP Video Card that he formally
used in his computer. I have a Dell 8250 with the standard 64mb video
card. When I installed the new card as directed the computer will not
boot. Nothing on the screen at all. Fan on the card is running. I know
the power supply may be too weak but I thought if I was sure it would
work,I would purchase a new PS after testing the card. Any
suggestions? If a new PS is required, any suggestions as to a source?

It should work.

Try re-seating card.
Try clearing the CMOS battery to see if helps.
See if newer BIOS is available for motherboard.
Look in CMOS setup and see what AGP options are available.
Some video cards require an external power connection.

The reason you're getting no boot is that the X1300 Pro AGP has an
auxilliary power connector. Your 250W Dell PS should be OK in terms of
power. Dell PS are rated low, but they are way better than the average
generic. Not sure if the X1300Pro takes a standard Molex connector. If not
you very likely will have to go out and scrounge up an adaptor to go from
Molex to the aux power connect.
