Looks like it's for North America only.

Has anyone bought one and tried it out? How well does it work and how
does it work?

Does it function as a video card, meaning, is it just for watching TV or
does it work as a general video card too so I don't have to put another
video card in my box?

It is a tuner board, not a video board.

Is it worth $199? Not a lot of discussion about this board on this
group tells me it's not a hot item. But it's such an exciting idea to
me to have HDTV on your computer and be able to record it.

It's the most recent of many--MyHDTV is I believe currently the best
regarded, the Dvico Fusion boards are conceptually similar to the ATI,
possibly more mature in their development, and a bit cheaper, there is one
board specifically for Linux systems, and there are a number of older
boards with varying degrees of support. For more information you might
want to go over to <http://www.avsforum.com> and go through the HTPC forum.

The HDTV Wonder right now does not seem to be very well regarded mainly due
to immature software.
