Athlon 64 X2 6000+ Wndsor running too hot??

The very first thought would be to pull the heatsink off and have a look.
Replace using fresh gunk and then check the speed of the fan on it. The CPU
fan is probably 70mm.
 
I have an AMD 64 X2 6000+ Windsor that at an idle runs 54c and has ran
as high as 60c surfing the net. It was an Asus barebones system but
the CPU,heatsink and fan came already assembled/installed. It did not
come with any case fans so I added them,before it was booted the first
time, and they run constantly.

I just looked at the heatsink and fan and it appears to be aluminum
fins with copper tubes running through them.

Any suggestions? Maybe reseat the heatsink?

The fans that I installed in the case are 80mm, and the CPU fan looks
smaller?
